CHIEF BILL E. WAYBOURN
On December 5, 2001, Chief Bill Waybourn was east bound on Randol Mill Rd, stopped at a traffic light at Davis when he heard loud yelling coming from the vehicle to his rear. Thinking that there was a possible domestic situation in progress he turned on his flashers and exited the vehicle ready to meet the challenge of handling that situation.
Upon going towards the vehicle to his rear he heard the women at the wheel yelling, "MY BABY'S NOT BREATHING, MY BABY'S NOT BREATHING" Chief Bill Waybourn went directly to the baby and gathered the 2 year old young boy into his arms, assessed his condition as extremely feverish, and in pulmonary arrest.
Chief Bill Waybourn cleared the baby's airway and administered lifesaving actions that brought about the baby's resumption of breathing, thereby saving the boy's life.
Chief Bill Waybourn was presented this LIFE SAVING AWARD by Mayor Al Taub at the DPS Christmas party December 9, 2001
